In any Government shutdown, funding of programs & operations shall continue as previously approved, being an automatic extension of business as usual until Congress convenes to vote on a replacement Budget! And Congress shall be entitled to no more than Half Pay untill a new budget becomes effective, and Congress will not be made whole for the time period between budgets!
