Trump isn't freezing Obamacare, he's just not able to fund it until the Democrats vote on a clean bill to open the government. This comes immediately after the Supreme Court ruling in his favor. In simple terms, there's simply no money to fund Obamacare + the Military + SNAP + federal workers. This isn't a monarchy; it's hostage negotiations and Trump isn't going to lose.
