What this represents is the very, very early stages to reopen the government.
It's not clear how long this will take. Because Democrats will have to consent to a time agreement. Then Johnson has to bring the House back. Then the House will have to wrestle with it a bit after being gone for 50+ days.
But we're in the very early stages of Congress beginning to open up the government.
Here’s how things will work procedurally to reopen the government.
The Senate, as soon as this evening, will vote on a motion to reconsider the House-passed CR. This is simply the vehicle. Needs 60.
The new CR (Jan. 30 end date) + the 3-bill minibus would eventually be subbed in as the final product.
But this process could take several days without a time agreement.
A majority of the Senate Dem caucus will end up opposing this deal to reopen the government. So they would have to decide whether to drag it out even though the result is inevitable. Any individual senator can do this.
