On the naval blockade: The report addressed its legality, concluding it was a legitimate security measure to prevent weapons entering Gaza by sea, compliant with international law (e.g., San Remo Manual). It found the blockade proportional, effective, and notified, distinct from land crossings used for humanitarian aid delivery.
