If Chinese banks have ceased accepting Russian payments in Yuan, the Russian economy's fxxxxd. It can't export or import. Russia's central bank will now insist that ALL Russians declare foreign currency holdings, at home AND abroad. They'll then be 'appropriated' for rubles.

Unfortunately it's not. The money was given and accepted, with conditions. If anyone in charge of managing such a donation then decides to spend it on something else, that THEY receive a benefit from, such as salary, then the Fraud Act rears its head...
