Just continue funding at current levels while they negotiate legislation. Hakeem Jeffries and Chuck Schumer are not going to get any concessions. They know that. But they have to play this game so their activists are satisfied. This will continue until Hakeen Jeffries gives Chuck Schumer permission to surrender. Then they will pass a clean CR.
