Одним із ключових спостерігачів був бізнесмен і соратник президента Тимур Міндіч. Через нього та його коло контролювалися тендерні процеси: компаніям, які вигравали держзакупівлі, нав’язували обов’язкові відсотки.
З розшифровок: обговорювали суми відкатів і кому їх передати; координували, хто і які посади контролює в Енергоатомі та підрозділах «Атоменергомаш»; планували, як тримати схему в робочому стані незалежно від змін керівництва.
