Watch: The Madlanga Commission hears that the alleged rogue EMPD deputy chief, Julius Mkhwanazi, had signed two memorandums of agreement (MoU) with criminal kingpin, Vusimuzi “Cat” Matlala’s companies.
Mkhwanazi illegally authorised the MOUs with Medicare 24 and CAT VIP, a security company.
