If it's a small deficit, like 100 per day, then water retention could be her problem

Can totally happen. Women gain 3 to 5 pounds of water weight during the week before their period when they bloat. If it's this week she could really be down 2 pounds of real body weight and up 5 pounds of water weight.

Losing weight as a woman is extreamly hard and literally varies depending on where we are in the month due to our menteual cycle and hormones

It’s common to have weight fluctuate 3-8 lbs throughout the day as water intake adds a good but of weight despite having “zero calories”. Instead of comparinf it day by day take the average of the week and use that to determine progress
