Whoever randomly ended up being the majority ethnicity in each canton would immediately start to run the place like they were the only ones living in it - which urban elites do anyway. Europe would explode not into wars between states, but ethnic violence within nominal borders.

Choice artifact. The idea behind this was a balance of powers, and to put the ministers of power in these cantons out of a people which they could coherently master. We laugh but a radical idea was clearly necessary to close the theater of war.
