I thought you believed in following the Framers’ intent? From Madison’s notes (Annals of Congress, 1789) — the 27th Amendment prevents Congress from voting itself immediate PAY RAISES to avoid corruption and self-dealing. “The House… will be taken from that class of citizens which will have the LEAST SYMPATHY with the mass of the people…”

It means you can't change the total compensation (i.e., give yourself a raise.) Suspending compensation during a government shutdown isn't varying the compensation because you will be fully paid after a shutdown, provided by law.
