Think about this for a bit. How different the world had to be for a thing like this to be able to come into being. Capital structures, regulatory regimes, the mindsets and capabilities of people physically planning and organizing and working on it. Compare to today.
Hog Island Shipyard was once the largest in the world. During the First World War, the shipyard had 50 slipways extending over a mile.

And here’s the National Mall in the same era. Whilst building the wartime infrastructure was massive, reclaiming this public space for peacetime was just as large an accomplishment and achievement by the greatest generation.

A lot of it is that the top 1/2 of every org is 40% BS. Completely unnecessary layers of admin having meetings and sending emails about things that are just not real. Initiatives, strategies, etc. Most of what they do is invent reasons they are important.
