Unite4Freedom (U4F) has unveiled its latest Phantom Voter Study showing that a staggering 18.4% of California’s voters are “phantoms”—either nonexistent or ineligible under the law. That translates to 2,965,861 inadmissible ballots, a massive bloc capable of flipping statewide races. These findings, drawn from official certified election records, demand urgent scrutiny and action.
As advocates gear up to contest Proposition 50—the redistricting ballot measure hitting voters in November 2025—U4F warns that millions of shadowy voter records could taint any outcome, especially those redrawing political maps. Without swift reforms, California’s elections will linger in a fog of doubt, undermining the very foundation of democracy.
U4F calls on all Californians and to confront these ghosts and reclaim the integrity of the ballot box.
