Europe’s improving but barely scratching the surface, progress slow, ambitions weak, results still lagging, they’re moving but the bar is still far below what’s needed.

This is a hangover from the days of the U.S. being primarily responsible for the defense of Europe. Our troops would have been the only large contingent to confront the Russians all the NATO countries having much smaller militaries with different socio-economic relationships. It might be better if the U.S. wasn't in Europe at all except we'd probably end up doing another WW1 and WW2 extrication after Russia took Europe apart piecemeal. Nothing is keeping European countries from striking independent defense relations with Ukraine wherein NATO is not involved but they prefer to defer to the U.S. who since 1917 seems to have become the world's policeman. They should be moving more independently.

Europe can't do better. Many European NATO member countries are more fragile than most people, even supposed experts, seem to realize. They're militarily a joke. Germany, for example, can barely field a single armored brigade--& then only if other units are scavenged for parts.
