Five-year-old Kinsleigh Welty was not just failed, she was abandoned by every safeguard meant to protect her.
Inside a trailer on the southwest side of Indianapolis, police found what no human being should ever see: a closet smeared with human waste, reeking of decay, where a starving little girl had been locked away until her body gave out.
Kinsleigh weighed just twenty-one pounds, less than she had weighed at age two. Her tiny frame told the story that state agencies refused to see.
Her own mother, Toni McClure, now charged with murder.
Her mother’s boyfriend, Ryan Smith, charged with neglect.
Her grandmother, Tammy Halsey, charged with neglect leading to death.

But the horror didn’t begin in that closet.
It began long before.. inside the offices of the Indiana Department of Child Services, where five separate reports of starvation, confinement, and torture were filed… and ignored.
Caseworkers closed those reports without ever laying eyes on the children.
They sent Kinsleigh back to the very people who were killing her.
Now, her grandfather and father have filed a lawsuit naming DCS and eleven caseworkers, accusing them of repeated failings, negligence, and willful blindness.
A child cried out through bruises and bones, .. and no one came.
And when the state finally opened the door, it was too late.
