As long as Govt controls the temples and takes money from them - either the state or center, They are bound to spend money on Hindu festivals with out any legal issues, secular or non secular. In fact spending money on Church/ Muslim events is haram as they are not supposed to take help from govt plus Govt should not be spending secular money on them
