It recommends that @usdoegov cancel the debts of borrowers below median income and reduce the debts of those between median and the 90th percentile.
Last month, we released a data brief responding to the @usdoegov's request for data on what groups of student loan borrowers might experience significantly greater hardship than others. @daliejimenez presented the brief at the last negreg meeting:

We've just released a 16-page legal memo arguing that the Higher Education Act gives @usdoegov the authority to cancel student debt on account of hardship.

Today, the @usedgov announced that they would be holding another round of negotiated rulemaking talks on Feb. 22 and 23 specifically to discuss the question of under what categories of hardship could the Department cancel some/all of someone's student debt usatoday.com/story/news/educ…
Our recommendations:
(1) cancel all student debt for students in the bottom half of the income distribution, and
(2) reduce student-debt-to-income ratios to at most 30% for borrowers between the median to 90th percentile of the income distribution.
