Employment Authorization Documents (EADs) were used to gain Commercial Drivers Licenses. (CDLs) So the fraudsters in 2020 that were committing load board fraud and hacking emails were forced by vetting companies to apply for USDOT amd MC authority to obtain trucking companies to pass vetting software. Then PPP loans came out and the rules on Non-Domicile CDLs were relaxed. This encouraged the criminals to create pipelines of illegal aliens to apply for asylum status, obtain a CDL at a shady driving school, get on payroll and boost the loan numbers. As the market continued to plummet in trucking, these shell companies converted to actual companies to bring in revenue and use the vulnerabilities of electronic logging devices to force these people they helped get CDLs into essentially slave labor. Now our trucking industry is overrun with fraud and unqualified drivers because these criminals kept evolving while our DOT, FMCSA, SSA, SBA, and State and Local authorities were asleep at the wheel.
