The Democrat shutdown is over cutting the $38-40B/yr ACA COVID subsidies (from 2021 & 2022); these add-on subsidies were made to even apply to enrollees making >400% of the FPL (their premium is capped at 8.5% of income)!! The total annual spend on Premium Tax Credits (PTC) then is not $40B it’s $138B!! But the CR removes only the COVID subsidies, so the annual spend is still $98-100B; the pre-COVID subsidies don’t go away. There are other ACA subsidies too, such as Cost-Sharing Reductions (CSRs) to lower out-of-pocket costs such as deductibles, copayments, & coinsurance for eligible individuals.
