2300 years ago, the Roman Authorities had built aqueducts to carry water from hundreds of miles away to the cities. The construction was low-tech, gravity-fed, but it served its purpose. Italian cities were self-sufficient in water.
Fast forward 2300+ years, with bulldozers, prefabricated pipes, high-capacity water pumps, and other modern equipment:
Are you telling me that the Enugu state government cannot find local engineers and techs to construct aqueducts to carry water from the River Niger, the Anambra River, and Oji River to Enugu City?
Oh, leadership, where are you when we need you most?
