The Israelis have always been very aware of the cholera/hygiene angle. Teddy Kollek in 1990 pointed out he never did anything for East Jerusalem except invest in sewage infrastructure and that was only to avoid hard to contain cholera outbreaks archive.ph/mxoGm#selection-1… .
