GUEST LECTURE: Do we even have a mechanism to question these judicial officers who sit on judgments for four or five years without delivering them? That is the first layer of the problem. The second layer is the quality of the decisions that are eventually rendered. You find a magistrate openly disregarding a High Court decision, or even a decision of the Court of Appeal, without giving any valid legal reason. Why do we have High Court judges disregarding decisions of the Court of Appeal and the Supreme Court? Why do we have the Court of Appeal itself disregarding Supreme Court precedents without providing proper legal justification? That is a very serious issue.
