The prosecution of war criminals and genocidaires within States' jurisdictions is readily available and easily actionable step within every States’ means, and one which will certainly have some effect at abating the genocide.
It's no excuse that individual action may prove insufficient “since the possibility remains that the combined efforts of several States, each complying w/ its obligation to prevent, might have achieved the result…which the efforts of only one State were insufficient to produce.”
Per the ICJ in 2007:
State parties are obligated “to employ all means reasonably available to them” to prevent genocide..at the instant that the State learns of, or should normally have learned of, the existence of a serious risk that genocide will be committed.”
