It is said on the product page that "Note: This board is not 5V-tolerant!". Does this mean that it cannot be connected to PC/Mac over USB-C and used as a portable keyboard? (since standard USB voltage is 5V indeed)

Ouch, that shipping to the US is a real deal breaker. Probably our current government’s tariffs at work. Any plans to eventually have a US warehouse or retailer?
