The Ford Fusion has rear independent suspension, not a rear axle torsion beam, as far as I know. Which means it couldn’t have detached the way it did. Makes me wonder if this is indeed real. Funny, though!

Its called the Grappler, a tool used by police to safely end high-speed chases by deploying a net that wraps around a fleeing vehicle's rear tire.
