There are 2 different concepts with forward progress:
A) Where: furthest point forward when the play stops. This is where the down marker will be.
B) When: the play stops. If the refs make the determination that no more forward progress will be made, they blow the whistle.
No. If he were running backwards and sideways under his own power the play would not have been whistled dead. That's called "reversing field," and we do it all the time. We can go backwards to go forwards.
