I've said this a hundred times already -- the plan was always to simply bankrupt privately owned buildings and then take them over to convert to public housing projects. That was ALWAYS the plan.
Whether it's demanding costly upgrades during a rent freeze, or using Local Law 97 to squeeze middle-class co-op and condos into insolvency -- the plan was to use the regulatory authority of the city to bankrupt as many private buildings as possible so they could be scooped up cheaply by the city for conversion into public housing.
Welcome to the future slums of the five boroughs, where the only nice neighborhoods allowed are where the ultra-rich progressives live.
