money is there they wanted to use snap as a way to make the dems give in on the shutdown

The money is there. What had been lacking was the authorization to spend it. Every other shutdown, either Congress passed a stand-alone for SNAP, or the POTUS used an EO to authorize it (existing law allows for that). Existing law PLUS the court order is enough.
