Vice President (Rtd) C.G.D.N. Chiwenga, accompanied by the Minister of State for Provincial Affairs and Devolution for Bulawayo Metropolitan Province, Hon. Judith Ncube, toured National Foods’ Bulawayo Wheat Milling Plant. The company invested US$ 8,6 million in the new milling and packaging facilities.

Ambassador Brig. Gen. Tembo "Zimbabwe and Zambia are siamese twins. We had discussions on the many areas of cooperation between our two countries, mainly in the areas of energy, transport, agriculture, tourism. We spoke about the number of MoUs that have been signed between the two countries. There are a few others that are still work in progress and we spoke about Zambia's steadfast support for Zimbabwe in its quest for a non permanent seat in the UN Security Council and Zambia's support again in ensuring that sanctions imposed on Zimbabwe are lifted unconditionally. We assured His Excellency that Zambia is with Zimbabwe every step of the way."

He added that there was need to take advantage of the African Continental Free Trade Area as well as to develop the road infrastructure to enable goods to move at a lesser cost.

Minister of Finance, Hon. Ncube confirmed an urgent agreement with the Minister for War Veterans to prioritize BEAM areas clearance. He noted that an audit will be conducted to address concerns that some intended recipients are not benefiting. He emphasized the need for caution in implementing the BEAM programme, describing it as a targeted free education model requiring careful oversight.
MADAGASCAR RELINQUISHES SADC CHAIRMANSHIP Summit was also attended by Ministers from the SADC Member States, and the Executive Secretary of SADC. Summit extended its sincere condolences to the families who lost loved ones during the protests that occurred in the Republic of Madagascar in September and, more recently, in the United Republic of Tanzania. It expressed deep regret that these events resulted, not only in the loss of life, but also in the destruction of public property and critical infrastructure in both nations. Summit congratulated His Excellency Prof. Arthur Peter Mutharika, President of the Republic of Malawi; His Excellency Dr. Patrick Herminie, President of the Republic of Seychelles; and Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, on their elections held in September and October 2025, respectively. Summit acknowledged the decision by the Republic of Madagascar to relinquish her role as Chair of SADC, following recent political developments that have impacted her capacity to discharge the responsibilities of the position. 27. Summit acknowledged that, in accordance with Articles 9A(2)(b) and 10(4) of the SADC Treaty, the Incoming Chairperson (Deputy Chairperson) shall assume interim leadership should the sitting Chair be unable to fulfil their duties. In this regard, the Republic of South Africa was appointed as Interim Chair of SADC until August 2026. The SADC Secretariat will engage Member States, in line with the principle of rotation, to identify a new Incoming Chairperson (Deputy Chairperson) by 30th November 2025. 8. Summit agreed that SADC will continue implementing the theme adopted at 45th SADC Summit in August 2025 in Antananarivo, Republic of Madagascar, titled “Advancing Industrialisation, Agricultural Transformation, and Energy Transition for a Resilient SADC” until August 2026. 9. Summit expressed its appreciation to His Excellency Mr. Matamela Cyril Ramaphosa, President of the Republic of South Africa for convening the Extraordinary Summit and accepting to chair the regional body. 10. Summit welcomed the offer by His Excellency Dr. Emmerson Dambudzo Mnangagwa, President of the Republic of Zimbabwe, to host selected SADC Meetings in Zimbabwe during the interim period, in his capacity as the Outgoing Chairperson of SADC. 11. The Chairperson of SADC expressed heartfelt gratitude to all Heads of State and Government for participating in the Extraordinary Summit of SADC Heads of State and Government, and for the honour of electing him to lead the SADC region. Hon. T. Moyo responded on the integration of AI into the education curriculum, noting that headmasters have begun receiving training to introduce AI in their schools. He also highlighted that several schools are already excelling in robotics and AI competitions at both regional and international levels.

Hon. J. Muswere outlined the Ministry’s 2026 strategic priorities, including completion of the long-delayed Zim Digital project, rollout of content hubs for provincial film production, installation of public viewing screens, and development of a heritage-based creative industry. He emphasized media literacy, two-way communication systems, and restructuring aligned with devolution. Additional goals include expanding national TV coverage, enhancing manpower tools, supporting inclusive national dialogue, capacitating the film school, and modernising Pockets Hill and Central FM in Gweru.

Hon. O.C.Z. Muchinguri-Kashiri, Minister of Defence, highlighted ongoing efforts to augment funding from Treasury by activating the Defence Procurement Board. This initiative aims to generate revenue through the operations of the Zimbabwe Defence Forces Construction Regiment and other strategic business units, reinforcing the Ministry’s commitment to self-sustaining defence infrastructure.
