रिटायरमेंट के बाद अचानक “घोटाला” दिख जाना, राजनीति में पुराना फ़ॉर्मूला है। बिहार में ₹6 प्रति यूनिट का टैरिफ कोई मनमानी नहीं, बल्कि ओपन ई-रिवर्स ऑक्शन के ज़रिए तय हुआ — जहाँ सभी कंपनियों को समान अवसर मिला और अडानी पावर ने सबसे कम दर दी। जिस प्रक्रिया को वर्षों तक ऊर्जा मंत्रालय ने अपनाया, वही आज सवालों के घेरे में लाना, नीति नहीं बल्कि नीयत पर सवाल उठाता है। तथ्य वही हैं — सिर्फ़ नज़रिया बदल गया है।

यह प्रोजेक्ट 3×800 MW = 2400 MW क्षमता का है इस प्रक्रिया में NTPC, Tata Power, Adani Power, JSW Energy जैसी बड़ी कंपनियाँ शामिल थीं। Adani Power ने सबसे कम दर ₹6.075/kWh दी — 🔹 Fixed charge: ₹4.165 🔹 Fuel charge: ₹1.910 इसी वजह से Adani Power को L1 घोषित किया गया। Letter of Award (LOA) जारी हुआ, और फिर Power Supply Agreement (PSA) पर हस्ताक्षर हुए। करार 25 साल के लिए है — ताकि राज्य को दीर्घकालिक बिजली आपूर्ति सुनिश्चित हो। अक्सर ऐसे मामलों में “साठगांठ” या “फेवर” के आरोप राजनीतिक या प्रतिस्पर्धी दृष्टिकोण से उठते हैं, न कि प्रक्रिया की वास्तविक खामी से। परंतु ई-ऑक्शन और टैरिफ-बेस्ड मॉडल में अगर टेंडर की शर्तें सभी के लिए समान हों, बोली प्रक्रिया सार्वजनिक और रिकॉर्डेड हो, और नतीजा दर के हिसाब से तय हो, तो भ्रष्टाचार या पक्षपात की संभावना नगण्य होती है टेंडर की शर्तें किसी एक कंपनी को लाभ पहुंचाने के लिए बदली गई हों, या चयन के बाद अनुबंध की शर्तें बदल दी गई हों। पर यदि निविदा और एग्रीमेंट पब्लिक डोमेन में पारदर्शी रूप से उपलब्ध हैं, और दरें बाजार के अनुरूप या कम हैं, तो “घोटाला” कहना तथ्यों के विपरीत है। 👉 टेंडर ई-रिवर्स ऑक्शन से हुआ — पारदर्शिता ✅ 👉 सबसे कम बोली लगाने वाले को ठेका मिला — प्रतिस्पर्धा ✅ 👉 सरकारी नीति के अनुसार प्रक्रिया चली — वैधता ✅ 👉 इस स्थिति में “भ्रष्टाचार” या “घोटाला” कहना तर्कहीन ❌
