Autumn Strike on Russia’s Oil Empire: How Ukrainian Drones Paralyzed 15% of Russian Refineries
🗣 From September 1 to November 7, 2025, Ukrainian drones have carried out a wave of precision strikes against the backbone of Russia’s economy — its oil refineries. According to Reuters and Financial Times, since 2024 these attacks have disrupted 21–38% of Russia’s refining capacity (about 1.1–1.5 million barrels per day). Gasoline output dropped by 10%, and diesel by 3–5%.
Here are the key refineries hit this autumn:
⏺ Kirishi Refinery (Leningrad Oblast, 20 Mt/year — 6% of Russia’s capacity)
— Sept 14: Drones hit a main processing unit and furnace → 40% loss of output, full shutdown.
Status: Operating at 60%, repairs ongoing until December due to parts shortage.
⏺ Saratov Refinery (4.8 Mt/year — 1.5%)
— Sept 3, 13, 20: Three consecutive strikes damaged processing units → output down to 50%.
Status: Operating at 50%, chronic damage, repairs delayed.
⏺ Volgograd Refinery (15.7 Mt/year — 5%)
— Sept 18: First strike hit CDU-5 → partial stop.
— Nov 6: Second strike hit hydrocracker → full shutdown.
Status: Completely offline, repairs to take at least a month.
⏺ Novokuybyshev Refinery (5.7 Mt/year — 1.8%)
— Oct 19: Fire in primary distillation → total shutdown.
Status: Operating at 30%, third strike this season.
⏺ Ryazan Refinery (13.1 Mt/year — 5%)
— Oct 23: Fourth overall strike, damaged CDU-4 and reforming units → output down to 50%.
Status: Partially working, under constant threat.
⏺ Tuapse Refinery (12 Mt/year — 3.7%)
— Nov 2: Strike hit refinery and port → total shutdown, export halted.
Status: Fully offline, repairs to take weeks.

🗣 Summary (as of Nov 7):
— Fully shut down: Volgograd, Tuapse.
— Partially operating (30–70%): Kirishi, Saratov, Novokuybyshev, Ryazan, Salavat, Kstovo, Afipsky, Orenburg.
— Fully restored: none.
💬 These strikes are part of a systematic campaign. Since August, around 21 refineries have been disabled, with autumn attacks focusing on the Volga, Ural, and southern regions. Russia spends billions on repairs, but sanctions block Western parts — Chinese substitutes can’t keep up. Result: diesel exports at their lowest since 2020, long fuel lines, and growing pressure on the Kremlin’s budget.
