It should absolutely be a rule that all ballots counted must at least be RECEIVED by election day, not just mailed by then. It'd be even better if mail voting was reserved for those serving abroad and the elderly who have trouble being out and about. (I wouldn't let Americans who live abroad vote, frankly.) But stopping the counting of ballots that arrived by the thousands after election day would be a start. It's a preposterous practice. States mail ballots out weeks ahead of time. If you forget to timely mail it, they also let you drop them off on election day at polling places. That's enough coddling. If you can't manage that, you shouldn't vote. This is another excuse California uses to count for 30 days. The winners of close races on election night then often shift into losers. And wouldn't you know it, those shifts only go in one direction!
