Sounds like PR mitigation. They are not moving RDNA 1&2 out of maintenance mode but they pinky promise they may still deliver more than the bare minimum. The best part, AMD itself defines those vague "market demands" so nobody has any idea what they are committing to here.

AMD determines that the "market needs" don't involve new game release optimisations This FSR 4 (into 8) thing that was modded to work? "Market doesn't need" that, as determined by AMD. Will see tho.. maybe the market will determine if they need AMD after this

Game Ready Drivers is marketing garbage. They made an honest statement about their priorities and everyone spun it as if they dropped support. They never did and this isn't backtracking, that's just what people couldn't read in between the lines.
This is just marketing spin. Unless we see one unified driver package being offered for download after a full walk back from marketing, we need to continue to apply pressure. @AMDRadeon please reconsider and stop fumbling 🙏
