It's harmless when the result is a meme about the Roman Empire that suddenly everyone is talking about at once. It's less harmless when the thing being spread are dangerously false and deeply radical political beliefs
Legislating against TikTok itself doesn't really solve these problems because it's the structure of the social media format that's the problem, not the company itself, and others could easily emulate it - although maybe a different owner would exercise more accountability
