Trump is desperate to keep his tariffs money stash legal. Knowing his greed - giving away $280B of tariffs as one time “cash back settlement” to taxpayers would be really his last option to keep the rest and future tariffs all to himself, out of oversight by the Congress and the Supreme Court.
