Totally. Was always going to be difficult for HH, though. And to be fair to him, the black mountain issue wasn't easy to resolve. Jerabos thrive from illegal mining. Asking them to formalize and pay proper taxes wasn't going to fly. On the other hand, enable constant carnage.

CB and Lusaka have never been UPND strongholds. 2021 numbers were a protest. There's nothing surprising about them voting against UPND.
