I liked the circular city building from Frostpunk. if i do not have to worry about the cold but other things that are not necessarily dependent on the middle of the town i would like this very much.

There isn't actually enough water (even if you melt all the ice) to cover the world like this. If you tried, water levels would rise by just around 65m or so.
