Elon isn't getting cash ie money. If he achieves all the goals that have been set by the company then he gets the max value of his compensation package which is made up of stock options. If he doesn't reach all the goals then he will get less than the max value of the compensation package. In oder to convert the stock options he will get he wil first have to pay Tesla the strike price of his stock options. Then on top of that he will owe income taxes at the ordinary rate for the difference in the strike price and the current market price of the shares at the time he exercises his options. The last time he excessed a large number of his options he paid about 11 billion in taxes in a singlel year.
