The filibuster allows them to always have an excuse why they can’t deliver. Keeping the filibuster is existential for corporatists who want to pretend like they care about the working class but actually prioritize their donor bosses.
I think this is basically correct. These Senate Dems who are caving are doing so because they value the preservation of the filibuster over all of their supposed policy priorities.

Republicans learned that they will always win. Any attempt by Dems to use their leverage is a bluff, and they know it. This was the best chance Dems had to actually deliver for people because Republicans were LOSING on the shutdown. Only solution now is new Senate leadership.

I think these misfires reflect the rift between liberals, who are doing these actions, and the left, which has historically informed and guided their actions. Liberals have a deep disdain for the left right now and are eschewing any leftist critiques or guidance or analysis.
