Following up on my previous note. Your office recently contacted us regarding a meeting on child sex trafficking demand reduction and CSAM issues connected to Quebec (Attorney General) v. Senneville, 2025 SCC 33 and your recent comments on your decision to not use the notwithstanding clause. I’m grateful we’ve been able to set a time to meet for Monday at 1:30pm EST.
I want to also bring this to your attention for your consideration as well.
Yesterday, London Police charged eight men (aged 22–34) with obtaining sexual services from a person under 18. All were released on bail and are due in court later this month. Please see:

Research shows significant overlap between these contact offenders and those who access/possess CSAM:
12–33% of CSAM offenders have documented contact convictions; self-reports reach 55%.
In live-streaming cases, 57% attempted physical contact.
Recidivism: CSAM offenders 2.6–4.3% sexual reoffense in 3 years; contact offenders 5.1–23% in 3–5 years, up to 52% over 25 years.
Released offenders under standard bail conditions remain at risk of undetected CSAM access and escalation. The eight men arrested in London on November 6, 2025, were not ordered to stay off the internet — and the public record does not list any internet or device bans at all.
Appendix B outlines a realistic hypothetical—grounded in SCC standards (Antic, Zora)—of a charged buyer granted bail who breaches by accessing CSAM, leading to revocation and new charges. Key points:
Sting arrest, reverse-onus bail with device/internet bans.
Hidden CSAM access on prohibited tablet.
Forensic detection, re-arrest, bail revoked.
Additional charges; 5–8 years possible, lifelong registry.
Appendix A contains full correlation/recidivism data.
