No story with Ilja, they are just booking him lazily with this US open challenge.
The story is Ilja Dragunov is holding weekly open challenges for the United States title, so anyone who wants to step up has the opportunity to. We get a continuation of what Sami did and it gives the lower card guys a chance to shine in a title match.

That’s not a story, it’s an angle. An angle could lead to a story, but I highly doubt that HHH is creative enough to do so.
The story is honouring the US open challenge every week and fighting against talent that don’t usually get an opportunity
