Exactly this. The RINOS in the Senate can stop the Trump agenda and blame the Democrats. They don't want to end the filibuster because they want cover for not doing anything by blaming the other party.

Today marks 40 DAYS of the Democrat Shutdown. SINCE DAY 1, the Senate Democrats have had the power to end this nonsense. Your guess is as good as ours as to why they don’t.

The Senate should END THE FILIBUSTER and return to what the Constitution laid out. The Constitution required 51 votes to pass normal legislation. Then Senators arbitrarily changed it to 60 votes. Why do Senators think they are more important than the founding fathers?
