Over the course of their 14 years in power (2010-2024), the Conservative government released more than 10,000 prisoners up to 70 days early under a specific scheme introduced to ease overcrowding, and also oversaw 860 accidental releases. The figure of "800 prisoners released" does not match the total numbers involved in either of these categories.
Early Release Schemes
End of Custody Supervised Licence (ECSL): The primary early release scheme was the ECSL (initially known as the temporary early release scheme), which was expanded several times to address the prison capacity crisis.
The scheme began quietly in October 2023, initially allowing release up to 18 days early, and was later extended in stages to up to 70 days.
By the time the Conservative government left office in July 2024, more than 10,000 prisoners had been released under this specific scheme.
An unrelated scheme from an earlier period (before the Conservatives came to power) released nearly 40,000 prisoners early.
Accidental Releases
The Conservative government also presided over a number of "accidental" or "mistaken" releases. Between 2010 and 2024, a total of 860 prisoners were accidentally released.

In a speech at HMP Five Wells in Wellingborough, the justice secretary said jails had been operating at 99% capacity since the start of 2023. “Those responsible – Sunak and his gang in No 10 – should go down in history as the guilty men. The guilty men who put their political careers ahead of the safety and security of our country. It was the most disgraceful dereliction of duty I have ever known.”
